Green Bay Packers quarterback Jordan Love has a chance to turn an ugly statistical start to his season into a breakout performance, provided he can pair cleaner throws with the explosive targets already creating opportunities downfield.

Locked On Packers host Peter Bukowski argued that Love’s league-worst off-target percentage through three games has masked a passing game that remains much closer to a breakthrough than a collapse.

Bukowski’s case starts with wide receivers Matthew Golden and Christian Watson. He pointed to ESPN’s receiver-score measurements, which placed Golden among the NFL’s top five and Watson among its top 10 through three games, as evidence that the Packers have two productive answers on the perimeter even while the offense has struggled to finish drives.

Love has still produced flashes. He threw for 387 yards and a pair of scores against the Minnesota Vikings in Week 1, and Bukowski noted that his accuracy problems have come in an unusually difficult opening stretch that has also featured protection breakdowns, dropped passes, and an ineffective running game. The host’s projection is not that every issue disappears at once, but that Love should look more like the accurate quarterback Green Bay has seen over his previous full seasons.

The Tampa Bay Buccaneers present a useful test for that prediction. Bukowski said Tampa Bay uses single-high coverage perhaps more than any other defense, a structure that fits the Packers’ preferred answers out of Matt LaFleur’s Shanahan-based passing game. Those looks can create opportunities for Love to attack vertically, particularly with Golden and Watson winning downfield — but only if the offensive line gives its quarterback enough time to let those routes develop.

Bukowski also highlighted a potentially favorable distinction in Tampa Bay’s pressure profile: The Buccaneers blitz frequently but rank near the bottom of the league in pressure rate. That could allow LaFleur to keep the ball moving with a more varied quick and intermediate passing game rather than leaning so heavily on long-developing play-action shots.

Tight end Tucker Kraft is another part of the equation. Bukowski called this season’s first three games the worst stretch of Kraft’s NFL career, but he expects a rebound rather than a lasting decline. More production from Kraft would give Love a dependable middle-of-the-field option and make it harder for defenses to devote extra attention to Golden and Watson outside.

The Packers do not need to become a dominant rushing team immediately to change the tone of the offense. They need Love to be more precise, the line to be functional enough to protect him, and their most dynamic receivers to convert the separation they have already created. Against Tampa Bay, that formula gives Green Bay a realistic path to looking like the offense Bukowski believes is still there.

Bukowski also expects Green Bay’s remade interior offensive line to play a major role in Sunday’s outcome. He projected that Laken Tomlinson and Kevin Zeitler could be pushed into immediate work, with improved communication and reliability up front serving as the practical test of whether Love can capitalize on the matchup.
